Government of Uttar Pradesh, Harijan and Social Welfare Section-1 GO Number-1677 / 26-1-20 (87) / 78 dated 29 March 1979 to strengthen the State Right to Protection of Civil Rights Act, 1955 by strengthening the state machinery. A "Monitoring, Research, Survey and Evaluation Center" was established under the Harijan and Social Welfare Directorate under the approved scheme. A center set up under the Directorate of Harijan and Social Welfare for the implementation of the Protection of Civil Rights Act, popularly known as RESMO.

Research, survey and training of employees is a fundamental requirement for the planned implementation of development works in any area. Efforts have been made in this direction so far through the research center set up by the Harijan Welfare Directorate under the Protection of Civil Rights Act and by the Lowland Tribal Development Corporation. Due to various reasons, the efforts of the above centers are not proving sufficient in today's circumstances. Therefore, it was decided by the government to set up / institute a research and training institute.

As a result of the above decision, Uttar Pradesh Lucknow, the Scheduled Castes and Scheduled Tribes Research and Training Institute in Uttar Pradesh was established in the financial year 1986-87 by Government Order No.1261 / 26-H-86-850-84, dated January 15, 1987. This institute is established under the Research Training Scheme (Centrally Sponsored Scheme 50:50) of the Ministry of Tribal Affairs, Government of India, as in other states. Location the institute is near the Dr. Ambodkar Udyan, with name of Scheduled Castes and Scheduled Tribes Research and Training Institute Uttar Pradesh Bhavan, Vipul Khand Gomti Nagar.
